Abstract Summary :

I. Project Overview 5 1. Fact sheet: Wushan County 5 2. Fact sheet: Longshan Village 6 3. Related policies of PV poverty alleviation 6 II. Implementation of PV Poverty Alleviation in Longshan Village of Wushan County 7 1. Fund source: a full investment of 212,600 yuan into each PV power station 8 2. Power station construction: bidding for the 30kW village-level PV power stations 9 3. Management and maintenance: centralized management by county government 9 4. Revenue distribution: issuing revenue management measures to ensure revenue is used to support poor households 10 III. Evaluation of Effects 12 1. Offering an annual income of 30,000 yuan from the collective economy 12 2. Covering a large poor population and providing an important source of sustainable income increase for extremely poor households 13 3. Offering public welfare positions and lifting the endogenous development ability of poor households 13 IV. Successful Experience and Policy Implications 14 1. The government has helped address the severe shortage of initial funds for PV poverty alleviation 14 2. The collective ownership of power stations has improved the efficiency of assets income-based poverty alleviation 14 3. The unified tendering for construction and follow-up maintenance by the county government ensures sustainable poverty reduction 15 Annex 1: Implementation Plan for Photovoltaic Poverty Alleviation Projects in Wushan County 17 Annex 2: Measures for the Use and Revenue Management of Village-Level Photovoltaic Power Stations for Poverty Alleviation in Wushan County (Interim) (Draft for Review) 22 Annex 3: Rules on the Management and Maintenance of Photovoltaic Poverty Alleviation Power Stations in Wushan County 28 Photovoltaic poverty alleviation refers to the model of poverty alleviation that generates revenue through solar power generation by solar panels installed on the roof of residential houses and agricultural greenhouses. Among various photovoltaic poverty alleviation models, the one called “collective photovoltaic” experimented by Wushan County of Chongqing Municipality means that centralized photovoltaic power stations under collective ownership should be built in the poverty-stricken counties, with the routine maintenance being overall arranged by the county government and revenue distributed among the poor households. This paper explores in detail this experiment carried out by Longshan Village of Wushan County, including the project fund sources, power station construction, post-construction management and maintenance, and revenue distribution mode. In addition, the paper also examines the project revenue and analyzes the effect of collective photovoltaic poverty alleviation. It holds that the successful experience of this photovoltaic poverty alleviation model can be summed up as follows: first, the government has helped address the severe shortage of initial funds for PV poverty alleviation; second, the collective ownership of power stations has improved the efficiency of assets income-based poverty alleviation; and third, the unified tendering for construction and follow-up maintenance by the county government ensures sustainable poverty reduction.
